One thing that comes to mind, besides something like xslt, would be
ViewVC's (formerly ViewCVS) "easy templates" which comes in a module
called ezt.py. The application uses them extensively for HTML
generation, but it is a general, simple templating language with
conditionals, loops, file includes, and of course variable
replacement.
