It's important to say that this kind of utility ought to pay for
itself.  That is, users should pay for it and reap the full benefits
of ownership.  That said, to finance the front-loaded capital costs
requires some kind of bonding authority, which is where the need for
City involvement comes in.  

Local is how this is going to happen.  The farther up the governmental
food chain you go, the more remote the problem seems and the cozier
officials are with the incumbent telco lobbyists.  Should there be
national action?  Sure.  Is it remotely likely to happen?  No.  Local
is doable, it just requires that the officials keep getting the
message that the status quo is unacceptable.
