That is a large amount. I too have about ~13k in /usr with 11.04. (Using my favorite command, find:find /usr -xtype l) .
It looks like almost all of them are in /usr/share/, and a very large number are related to language packs. For whatever reason, it seems popular for a package to install the symlink, and then to only install the resolved file with the language pack itself. (For example, language-pack-gnome-it for Italian.) I wonder what is the value in this arrangement?
