Unless he can give *concrete* and *specific* reasons, it sounds like he is
establising quite a bit of dis-credibility there.  He may be working from
Windows experience.  If so, he is best forgiven and then gently ignored.

I say that not as a matter of principle, but because the longer an
uninformed loudmouth is allowed to delay your data-gathering and diagnostic
process, the later things will be fixed.

This is a job for people who know how to use DTrace and SAR.

Latency/load/response issues are FUN.  Diagnosis often becomes political
and opinion-driven rather than data-driven.  Typically, folks will offer
uninformed suggestions as to what to do, and the loudest voice and laziest
approach will dominate, just by sheer force of annoyance.

Throw around the phrase "Data-driven".

When you need a new OS kernel or to add RAM.  Maybe 1-6 years.
