The greater issue here I think is that in many business environments the end user is unable to reboot to CD/DVD due to company policy. I also feel that a lot of businesses would be unwilling to reboot a networked office machine to gain access to a single patients records. I think that a usb device secured in some manner would be the best bet for usability/adoption. Since you will most likely be distributing to people running some form of windows this idea<http://www.pendrivelinux.com/run-a-live-linux-cd-from-within-windows/>, running a livecd within windows, might be able to be packaged in a way that works for you and your customers. Allowing the ability to run the livecd from within windows might remove some barriers to adoption, ie rebooting.
