I think the GUI reports its options based on a combination of what the
graphics chip can do and the EDID report from the monitor. If it
doesn't have information from either one it defaults to offering
VGA or some standard safe resolutions and settings. 

Perhaps xrandr does this as well. I have used xrandr, but I am less
familiar with it than the GUI. I have never found a discrepancy between
what xrandr reports and what the GUI reports, but that's just my
experience with a limited number of monitors and graphics chips.
