If it's still not trying, Unplug both power supplies and let the caps discharge. Then, with the serial connection working on a terminal, (19200, 8, n, 1, I believe) try to power up. If that doesn't work, and it still doesn't power up, I've had a bad eeprom do the same, but it could be a number of things at that point.
