K-Menu -> System Settings -> Style -> Work Space; Choose over all theme here
Oxygen on my system gives white/black panel

Click in blank area of panel. It will then expand. in center of expanded
panel will
be "Screen Edge" click and hold there, drag panel to desired screen edge.
You may need to unlock panel first ... option is available from same expanded
panel view IIRC.

Yes, normally installed by default. In any case.
Click in blank area of panel, when it expands choose "Add Widgets" and choose
from there.
