It doesn't sound normal to me.

When you open Tools > Ghostery > Manager Ghostery Options and then drag 
to near the bottom, there's a section titled "Blocking Options" with 
check boxes to "Enable web bug blocking" and  "Enable cookie protection 
[experimental]" Are they checked? Under that is a list of bugs and 
cookies with check boxes. Just above the list are check boxes that, if 
checked, set the check box for all of the bugs and/or all of the 
cookies. Are these two boxes checked?

Other than those two I don't know what to tell you.
