Unless there's a physical switch on your EeePC to enable/disable the
wireless radio, I don't know of any other way to "turn on the pci card
after boot". If the correct module is loaded by the kernel the PCI device
should be visable and usable. It's mostly likely that the wrong module is
being loaded by the kernel. This is the same problem I ran into. The
wireless module was loaded but I didn't see the device listed nor did I see
the wireless icon LED illuminated on my laptop.

Although this may not be for the same wireless card you have, I think it
has most of the info you need and the steps to sort it out.
