I can't imagine that Wine would do what you need because the .exe needs
to access hardware that is on the very bottom of the pile.

I don't know the answer to your question, but I wonder if the .exe will
run under DOS. If so, it is pretty easy to make a bootable DOS USB
stick using FreeDOS. I have done so and I know nothing. I even still
have the USB stick somewhere.
