Many, perhaps most, public wifi networks require some sort of
click-through agreement to the local terms of service. Once the
agreement is accepted, your route to the Internet becomes live.
The Debian installer (well, every Linux installer) doesn't allow you
to accomplish that step before heading out to the network.
That's my best guess as to what's happening.
You might have luck in a smaller, self-managed venue like a
neighborhood coffee shop, but it's going to be a hit-or-miss
proposition.
