Okay, I found the problem, it was actually caused by the true time (NIST) being just right to cause the seconds digit to increment between two time calls that I made
First I did a time(_tp) call first to get time in the customary hr : min : sec format. then did a second call to clock_gettime(_tv) in order to get 2 long words for the time tv_sec and tv_nsec. The amount of time between the 2 calls coincided with the time change on the seconds, as it apparently took about 2 to 4 milleseconds between these 2 calls. I am going to have to take only one time call to clock_gettime(_tv) and then figure out how to get the normal hrs:min:secs.decimal from those 2 values.
