The very fact that it's been over a year without a similar incident suggests 
that the problem has resolved itself. 

I believe that very few people are that contentious, at least in this 
community. Given the makeup of this group and it's history, I would doubt that 
any code of conduct would be binding, and at that point, we would cease to be 
the group we are, and would henceforth be more of a club. We would then need to 
have more formal 'gatekeepers'. While that's not always a bad thing, I think, 
at this point, it would be for this group.
