Domains are $10/yr or less - consider a .org or .us from Joker, Gandi or (bleurgh) GoDaddy. It sounds like you're looking for a forum/bulletin-board/message-board system. There are lots out there. phpBB is very popular. If you don't want to play sysadmin, a Google for "forum hosting" turns up lots of free ad-supported services. You might also consider using Google/Yahoo Groups. Your biggest cost will be time - promoting your forum (and buying AdWords?), analytics, policing bad behaviour and spam, ensuring there's backups, distinguishing butthurt from actual anjury.
