Seriously, there's a troll born every minute.  And if trolls
want to post uncivil or off-topic stuff, it helps to point at
the banner and suggest they mosey over to plug-talk, increasingly
loudly if they are persistently clueless.  Without the detailed
banner, loudness (or explusion) will be harder to justify, and
some regulars may get lazy, loading up the main list with stuff
most subscribers don't want to read.

The most recent flame war erupted two years ago, and some folks
left the list because of it.  They stopped leaving when we
forced one person to leave.

Think of the longer banner as a very short EULA.  It helps
cooperative newbies know where to post, and enlists their aid
in policing the main list.  We're geeks, we need algorithms,
our social instincts are weak.

This message itself is off-topic, time wasting chat, sorta, but
the people concerned are subscribed here.  This isn't a majority
vote thing - if we drive away 30% of the subscribers with each
change, we are soon down to a very short list. 

If nobody else objects to opening up this list to chatter, I'll
reluctantly go along, and endeavor to withhold "you'll be sorry"
and "I told you so" when/if unfortunate consequences ensue.
