Is this the same text each time?  Like the tables of unicode
to linguistic symbols that grace the sides of your laptop?

You can use many different tools to draw a fixed png image -
which you can make your desktop background, replicated along
the top and bottom and sides.  So rather than making something
pop up, you can temporarily shrink a foreground window and 
look at a portion of the background image.  Damned simple
compared to writing a program, and platform-independent.

A tastefully-done screen-sized background image of linguistic
symbols would be welcomed by linguists everywhere, and get
you invited to All The Best Parties.
