I was thinking of just the title of the talk. On thinking further,
perhaps some additional explanation is in order. It might also be
interesting to have a popularity score, although I don't know how you
could quantify that beyond just your personal opinion. 

Several times I have spoken with people who had an idea for a talk, yet
they were unsure if their topic would be appropriate for the PLUG
audiences. 

There are a number of impediments to getting someone to speak at a PLUG
meeting. Fear of public speaking might be one of them, but being unsure
that their topic would be of interest is another. Things always follow
the path of least resistance, so removing the impediments should improve
the flow.
