I already have an x86-64 machine running as a file server, authentication/directory server, and some other tasks... it's on all the time anyway, so adding Plex was a non-issue for me. I have a tendency to assume all linux users have servers, although I know that, logically, that makes no sense ;) YMMV.
Still, even my fairly modern computer gets a bit sluggish from time to time when the transcoder kicks in. Maybe the Rokus support enough formats that the transcoder is never required... but I IMAGINE that if it was EVER required, a RPi would be brought to it's knees. For that reason alone, I would avoid using Plex Server on a RPi.
