Michael, The most recent response, to Robert's use of curl, reveals that the page does get here, but after a long delay (1-2 minutes, but not timed). Since it will load -- eventually -- I'll consider the problem resolved. Doubt it's worth trying to find the source of the delay. The GRASS site uses CMS Made Simple to generate the pages' code.
