Yes, you've nailed it (source: I'm the speaker tonight). Actually one of the inspirations for this talk has been the number of times I've had to explain the difference between no desktop and no X server - It seems like the distinction isn't well known and so a lot of people are using suboptimal tools for their use cases. To be perfectly direct: this talk is about using Linux effectively on your workstation with X but without Gnome or the like. Some things may be applicable to headless environments, but that's not the focus.
