You didn't say which Mint variant, but for both the GUI updater handles
both packages and kernel/system updateds.

For Ubuntu-based Mint there seems to be more pkg updates in general
and I think the GUI updater lists "recommended" and "new versions" by
default.  If you run apt(8) in a terminal window you'll probably need to
include the "--with-new-pkgs" and "--install-suggests" options to get
parity with the GUI updater. AFAIK, apt(8) is just for packages.

For "Debian Edition" - a rolling release model - there are far fewer
updates in general and the GUI updater does both packages and kernel/system
files.  Mint seems to handle significant system updates through "Update
Packs", probably to keep from breaking things.  I've been using this
version of Mint for about a year now and it's been pretty stable, enough
that I haven't needed to do much "involuntary learning" about it. ;)
