Bingo! I found the Character Encoding icon by clicking on the three horizontal bar icon (does it have a name? It's the one that means menu to a lot of folks these days). Anyway, I clicked on that menu icon, clicked on Customize, and then dragged the Character Encoding icon from the box on the left to the box on the right. After that I was able to click on the menu icon, and then the Character Encoding icon. Character Encoding was set to Western, not Unicode. Once I switched it to Unicode the display looked "normal" again.
