Not sure how it is in Oregon.
However current ads here in Missouri, personally considered 
fraudulent and/or malicious advertise in *LARGE PRINT* an 
attractive low rate for phone/TV/internet.
   !*_HOWEVER_*! in notoriously small print it is revealed that:
1. that quoted rate is for *EACH* service.
2. you get quoted rate *IF _AND_ ONLY IF* you subscribe to all THREE.
3. the rate is a *TEASER* rate valid for only one year.
4. the rate per service will then increase over a period to their 
NORMAL
    *UNDERSPECIFIED* rate.

Functionally identical ads are run by:
1. local cable company operated under a local permit. {regulated 
monopoly}
2. major telco presumably operating under state and federal 
supervision.
3. satellite provider apparently subject to CAVEAT EMPTOR.
