I had also posted to the Tomboy mailing list [very low volume list].
I got a reply this morning.
There are instructions labeled as for developers at 
<https://wiki.gnome.org/Apps/Tomboy/Developers>.

Combined with comments from this thread, I should be OK.
I haven't done anything at low level since some assembler back when 8085 
was the latest ;/
