I also recommend Porkbun. Good/competitive pricing, and local to Oregon.
I also use Cloudflare for certain TLDs that Porkbun doesn't offer.
I've had a bad experience with Namecheap trying to move my domains from
Gandi (which had become massively overpriced for certain TLDs), and the
first domain I tried to transfer to Namecheap would error out on the
checkout page... Opened a support case, and it turns out they have a
keyword blacklist, and my domain name had two of their banned keywords
(mail and server, domain was along the lines of my-mail-server.tld), and
in they responded by saying they could approve my domain transfer
purchase, but 1) they don't allow domain names for the sole purpose of
hosting email servers, and 2) if they ever got any complaints regarding
my domain, they would seize it and disable my entire Namecheap account,
and not be able to transfer out any domains.
Even though I've never had issues with blacklists or domain/IP
reputation, their openly hostile response led me to look elsewhere, and
eventually found Porkbun.

registrar is also headquartered close by in Sheridan Oregon.
