For example I went to edit the logs in the var/log area and vim was halted for several seconds" Might I suggest using one of the many good real-time monitoring apps such as top. There are a few variations of top, that are new to me, as well as few other apps that look good and useful here => https://itsfoss.com/linux-system-monitoring-tools/ If some process is eating up all the memory and/or cpu for a few secs, one of these apps should show you what it is.
