So, a few seconds of wifi sniffing, dumping to a pcap file and then perusal with wireshark might well smoke out the origin of the aberrant country code, at least to the BSSID/SSID, though a directional antenna would be useful to practically go from that to spatially locating the AP. In wireshark, look for beacons, and in the "IEEE 802.11 Wireless Management" section, "Tagged parameters", look for the "Tag: Country Information".
