I just resurrected my PC here at home and found that the AT modem command is "atw2", atleast for my modem. I am not sure if it is a standard command for all modems.
the "atw2" command tells the modem to return the DCE speed (which is your connection speed to your ISP) instead that of the DTE (which is the speed between your computer and modem).

I don't know my exact dial-up connection when I used dial-up access.
