forwarding is supposed to occur only 'for those queries for which the
server is not authoritative and does not have the answer in its cache' (man
named.conf). this means you only have to set the value for forward (first
or only) then defining the ip addresses of the other nameservers in the
forwarders list. it's possible that your existing forwarding setup may
already be working as intended.
