Hi,
MosCom corporate web hosting has PHP3 and mod_perl but as unsupported
options (e.g. we install the software but you're on your own). The prices
are kinda steep (per MB per month!) -- contact corporate accounts -- but
considering your requirements, not too bad (I think total is 1000 to 2000
per month for 10MB).
Unfortunately we won't let you access our Oracle server even if the web
server has DBI and DBD::Oracle -- but mysql can easily be configured.
