#verifications (e.g. for e-commerce) verify the card number? Is this

You can try cybersource (http://www.cybesource.com) for this. Their
service include not only the credit card operations, but also AVS check,
TAX calculation, and more. Also, they have APIs in almost all the major
proramming language (Java, C, C++, Perl).
I think cybersource has an office in singapore, which services PH.
