I have a cheap SIS530 main board. It is dual AT/ATX but I'm using it in an
ATX case. The trouble is, I cannot turn it on unless I clear the CMOS
first! this pretty much sucks because reconfiguring the date/time and AGP
shared memory stuff is a hassle. Not to mention to turn on the machine
requires switching a jumper (and I'm not gonna be the one using this m
achine).

According to something I read on the web, this thing happens when the main
board is not electrically isolated from the case. However, an article I
read in MaximumPC says that the board MUST be electrically connected to
the case via the mounting holes, since the board is a ground plane..

In any case, I've tried it both ways (electrically isolated and
connected), with the same results.  The board has ALWAYS acted this way,
even when it was new, so I don't know if it was defective to begin with or
I'm just plain stupid.

Any hints would be welcome.
