hi joe,
usually, you just have to add a line like this on the squid box:
-------snip-------
cache_peer parentcache.fqdn.com parent 8888 3130
-------snip-------
the stock squid.conf file is heavily commented, i'm sure it will be of help.
BUT, i haven't worked with a win nt proxy server. so ymmv.
also, maybe you can show us a snip of your squid's error log.
