hi gene,

here's what i got:

using 'file file1' 
where file1 is a text file with 10 empty lines
and the 11th line is filled with a string.

file1: ASCII text



using 'file file2'
where file2 is a file created by xfig, i get:

file2: FIG image text, version 3.2



i'm using:
file-3.28-2
xfig-3.2.3_beta1-2
