I use MpegTV in fullscreen mode under X4.  I was initially baffled when
MpegTV stopped working in fullscreen mode when I upgraded from X v.3 to X
v.4. After mucking around, it iss a simple fix. 

Add the appropriate Modeline definitions in the Monitor section.  Add the
modes documented on the MpegTV site at URL http://www.mpegtv.com/. 
"320x240", "352x240", "352x280" and "352x288" 

e.g. 
>Section "Monitor"
>        Identifier      "Generic Monitor"
>        HorizSync       30-70
>        VertRefresh     50-120
>        Option          "DPMS"
>
>  Mode "320x240" 
>    DotClock   15.750   
>    HTimings   320 336 384 400     
>    VTimings   240 244 246 262 
>     Flags        "Doublescan"
>   EndMode
...
>EndSection

Then update the Modes definition in the appropriate Screen section under
SubSection Display to include the Modelines you added.

Restart X and voila, MpegTV can do fullscreen mode again.
