[plug] Resolution/depth vs Monitor-frequencies

I noticed that even if you have 2MB, 4MB, or more on
you video card, you are effectively using only
1MB for a maximum of 1024x768 resolution at 8bpp depth,
if you monitor has the usual frequencies 30-50 H and
50-100 V.  The monitor seems to limit what you card
can do.  Is this correct?  Can someone give me the
correct relationship?
