I had this problem before, and I posted this question before too. Here is a

i think this is the normal linux behavior.

it's for redhat, but i'm sure mr cacho can translate it to mandrakish...

Go to the link and read it. Basically it says that whoever logs-in first
gets ownership of the device with the permissions defined in
/etc/security/console.perms; when they log out it reverts to root. Edit
/etc/security/console.perms to set the proper permissions and ownership to
allow everyone to access /dev/audio and company. After editing, log out and
log in again.
