I can give you some list of non-telcos that are still surviving as Internet Service 
Providers
I used to deal for those companies and the telcos ISPs too.

I-next, PhilWorld Online, Internet One (World Wide Web, Corp), AMA-Net, I-manila, IBM, 
Phils.,
American Online (Subic), Destiny, PhilOnline.

These list are not in the order of who's the best of the best.  But there are still 
non-telco unlimited lists.  Among them are those who sell the pre-paid cards.
