what version of IMP you are trying to install? the lastest stable version of IMP
uses PHPLIB, Fatal error: Call to undefined function: page_open() means your PHPLIB is
not correctly configured.
Horde packages comes with there own version of PHPLIB, check the README file on phplib
directory.
