You need 32-bit UID support compiled into your kernel (2.4.x) and glibc
(2.2.x) to do so.  Older versions of the kernel and glibc use 16-bit
UID's and hence are limited to 64k users.  Your system utilities also
have to be 32-bit UID-aware.
