While I question the wisdom of doing this, it is very easy to do. Just
create a user "new" with no password and change his login shell to a
program that will prompt the new user for your required information and
create the new account.
DISCLAIMER: I don't condone setting up anything like this on the public
Internet, for obvious reasons (if they are not obvious to you, you have
no business running a unix server).
