Squid would usually use 3 times the amount specified
in cache_mem, in your case about 192MB. But usually
squid uses more than this value. Squid usually slows
down when its using more memory than it should. Try to
determine on the average at how many days squid slows
down, and put it in your cron to restart squid. Try
kernel 2.4 or FreeBSD, it has better memory
management.
