Thanks Ian! I noticed that I had enabled the '-s' option which meant:
-s Operate in secure mode. Do not log messages from remote
machines. If specified twice, no network socket will be opened
at all, which also disables logging to remote machines.

do you have a -r in the syslogd command line ?
by default, linux distros run syslogd without that option. you need to edit
the /etc/rc.d/init.d/syslog startup script and put a -r i the call to
syslogd
