I suggest you use this in your inetd.cof
telnet stream tcp nowait.256 root /usr/sbin/tcpd in.telnetd
by default inetd would only allow a maximum number of server instance of 40
placing 256 wourl allow you to have 256 telnet connection at a time..
don't forget the dot (".") between nowait and 256
