kung costwise ang paguusapan, it's cheaper (on the longterm) to go via open source. 
the cost of maintaining or training on proprietary technology is steep vis-a-vis open 
source.

maybe we could look at the US military for example. they might be using proprietary 
technology on their front-ends but their back-end systems (including data formats) are 
based on OSS
