Hmmm... I don't quite get it. If the RADIUS server sends a
Frame-Filter-Id="mailonly" reply, how would it be processed on the NAS/RAS?

Use RAS filters. By adding a filter name in the radius user's
attributes, you can control just what kind of traffic goes through to his
side. Look up how to make filters in your RAS server. Read the friendly
manual.
