if you are running them by inetd.. edit
/etc/inetd.conf
put a comment "#" before the ftp line
and give inetd a HUP ( killall -HUP inetd )
and if you are using tcpd for telnet
edit /etc/hosts.allow and hosts.deny
man hosts.deny or man hosts.allow
or even you can use ipchains or iptables :)
