The sendmail solution would quickly solve your problem. Just
list the IPs of your users that will be allowed to relay, those
not on the list will be rejected.

Yup, qmail has its own filtering features. My suggestion if
you're really planning to migrate MTAs, go with Postfix. It is
sendmail compatible. Installation procedures for qmail alone is
not that easy as compared to Postfix's. Add to that, with qmail
you will be forced to switch to a new mailbox format (which is
optional with Postfix)... The list can go on, and in the end
it's all up to you. You can try both and see which you're
comfortable with. ;-)
