As the postgres user or any other trusted user, you can use the
createuser script.
Or in psql you can use:
CREATE USER foo [WITH
[SYSID uid]
[PASSWORD 'password'] ]
[CREATEDB | NOCREATEDB] [ CREATEUSER | NOCREATEUSER]
[ IN GROUP groupname [, ...] ]
[ VALID UNTIL 'abstime' ]
